The airport management committee, chaired by Interim Prime Minister Surayud Chulanont, yesterday agreed to improve compensation for property owners affected by aircraft noise at Suvarnabhumi airport. Deputy Transport Minister Sansern Wongcha-um said the committee agreed with a proposal by Airports of Thailand (AOT) to exclude depreciation costs from expropriation compensation and add marketing margins of 10-20% for non-house buildings and 20-30% for affected houses. The measures would raise compensation by 22%.

Civil Aviation Department director-general and Airports of Thailand board member Chaisak Angkhasuwan said the compensation would go to property owners who were affected by aircraft noise at peak operation, but the homes must have been built before the airport opened in September.

Airports of Thailand
staff will finalise the exact number of people affected so payment can begin.

The committee also resolved yesterday to clearly separate bonded warehouses from ordinary freight warehouses and increase the space of ordinary warehouses to meet operators’ demands. The plan will reach the cabinet next week.

But the committee ordered the Finance Ministry, Transport Ministry and Airports of Thailand to work out study impacts on Airport of Thailand’s contract with Thai Airport Ground Services Co, the bonded-warehouse operator.

The committee also agreed to its own dissolution yesterday because its work was done at Suvarnabhumi and Don Mueang airports. Responsibility for the airports returns to the Transport Ministry.
